It was reported about the sad loss of PSCO Jon Hurst.  He had supported BPC over many matters.

Re school transport – I have asked for a copy of the review that redesignates routes as safe, I have asked 3 times and still no response and will be following this up. This is affecting children from a number of parishes.

6. Wild Boar:-

Planning has now been granted finally (03/08/23) and it was expected work to have restarted on site by now. MH has emailed the developer for an update on when work might start in earnest.

7. Cattle Market Development:-

Nothing much to report. There have had a couple of thefts from the site compound of insulation material. There will be an Open Event – Saturday 23rd September 10am – 4pm – Launch of Phase 2b and the New Show Home. They have a Macmillan coffee morning on Friday 29th September 10am-3pm in the marketing suite selling tea/coffee and cakes.

Discussion around the possible shop location and electric charging points for the cars.

Lake Vyrnwy Aqueduct Maintenance works update from UU:-

The physical cleaning work within the section south of Moss Lane (Up to AP1037) is complete, with final demobilisation work now ongoing. As for works at AP1038, working areas have now been set up in preparation for starting the next section of cleaning and this mobilisation work started in early August. We expect all cleaning operations to be complete within 13 weeks and we have been working closely with those properties in proximity and affected by this work. Once complete, we will be demobilising from the area until we return to complete the lining elements of the project which we expect to be from Winter 2023 – We will update you accordingly prior to this work commencing.

For further information, we will be holding additional local drop-in sessions over the coming months in preparation of starting our lining operations within each area, to re-inform local communities of our plans, progress, programme and impacts. Additionally, we spoke a while ago during one of our meetings about developing a ‘live updates’ page which would provide real time live updates for works ongoing/planned within each area. This is now in development, and we hope that this will go live soon, as a further mechanism for providing the latest information updates

Report & Update on planning subcommittee actions since May PC meeting 

·         Mobile Telecoms Mast (15metres) – A49 verge. BPC objected but subsequently it was approved. At least we have managed to get it sited in a less prominent position.

·         Replacement catering unit in the Castle picnic area – Supportive of the proposal. It will not be much bigger than the current unit and located on the same area of the picnic site. TP and MH also meet (at their request) the area manager from the English Heritage to discuss.

·         23/02038/S73 Horseshoe Cottage (new house on Land to the West of Lower Rock Farm) – retrospective application to cover the differences in the actual build and the agreed plans. – BPC objected on principle as this build has managed, if approved, to circumnavigate the CW&C ‘s planning policy. MJ is speaking to the CW&C planning dept

9. Highways:-

Beeston Speeding on A49:–  Developer await response from CW&C Highways about the siting of a permanent SID device.  MH will try to get the temporary SID device back from Spurstow again. Awaiting data from last useage.

Beeston Speed limit – installation:- BPC recent speed limit scheme – The stolen repeater signs have been replaced, but the terminal sign on Tattenhall Lane in the original scheme is still yet to be installed. BPC have not therefore paid our share of the scheme until completed.

Litter picker:  Nothing to report.

Footpaths:- No update

Footways Clearance on A49: – still outstanding and on the Highways ‘to do list’.

Roadside ditches, verges and drains:-  Gully clearing – was scheduled for July but not happened yet. Deanbank – still outstanding and on the Highways ‘to do list’

Dog foulingMH has not received any follow up information about locations from Councillors.

Highways Data Collection meeting 5/6/23 with Utkinton PC:-

• CW&C Highways web pages are being reviewed at present.

• Gulley data is based on speed, silt and surrounding area.

• Highway repairs are completed strictly around budget.

• Data collected on every road in April. Data collated in September for planning of work for the following year and in order of their perceived importance. This should be published on CW&C webpage.

•Roads are given a score to reflect the importance/ likelihood/effectiveness of repairing the road surface.

• data is not collected on the useful width of the road. We should consider following up this information as the driving width of Moss Lane is decreasing rapidly. The grass verges are increasing instead. It is now far more common to identify suitable passing places on Moss Lane because of this decrease in road width.

•The objective of Highways is to prevent deterioration. This means that if a road is considered beyond repair, it will not be resurfaced until there are sufficient funds. The reasoning behind this is that the road will not deteriorate much further. The primary objective is to save a better road from deteriorating further.

•The representatives of CW&C mentioned a concern that recycled plastic, and rubber are now being used in road repairs. This seems like a good idea but apparently the longevity of using this material is questionable.

AE asked questions about the state of the walkways and pavements in Beeston. To date he has had no word from them •There is a Highways contingency fund to promote cycling and walking. Seems we should press to have our roads re-classified as important to both of those leisure activities which are prevalent in our Parish. Mike Jones got involved in repairs prior to Tour of Britain; those repairs may have been covered by the fund?

DW DW asked if there was a calculation to determine the ratio of completed road repairs to the contribution made by residents in the rural communities.  The CWAC representative felt that our pay off was that we lived a in a more pleasant environment.

Warning signage re: Sandstone Trail crossing Tattenhall Lane by Tabernacle Cottage – yet to be discussed with Highways.

Wildflower planting:-

Peckforton Road – some good local feedback. TP and MH to do phase 2 of the work this autumn which will include purchase of more seed. This was included in the original agreed proposal.

A49 – in conjunction with MJ we have been discussing with UU a new scheme for the A49 between Deanbank and the Wild Boar. CW&C Streets team have costed this, and the costings sent to UU for approval. If approved UU will donate the cost of the scheme to BPC and we will engage CW&C to complete the work and the ongoing maintenance (the cost is included in the quote).

Memorial Wreath – Following concerns about the safety of the new supporters’ plate recently fixed the wreath supporting post at an at an angle, TP has made a wooden base for it and mounted this vertically on the base post of the wreath rather than at 45 degrees. Thanks to TP.

11. Outdoor Centre: –

No news yet despite a number of chasing emails. CW&C have been told by MH  that a local resident is interested in using the site for a forest school – no reply from CW&C.

12. School transport in the area:-

CW&C has done a review of school transport and have deemed that the crossing of the A49/A51 at the Red Fox traffic lights is safe to cross. Children living beyond Dean Bank are now having to walk/drive to school.  MJ is appealing on behalf of local users of Tarporley High School.  Currently the bus passes the houses of children that have been stopped from using this.

Head Teacher/MP has been contacted to ask for support. Possible News coverage required!

14. Tattenhall Recycling centre & fly tipping issues:-

Important facility for local residents.  Now a safety issue with the usage of steps. BPC to ask MJ to make changes to make the site safe so that residents can access the site.

15. Countess of Chester Hospitalrecent infant fatalities and subsequent review

DW stated that when the review takes place, that is should be a statutory review, so that it is conducted correctly, and that people are summoned and required to give evidence. Findings from the review will enable the hospital to revise their policies and procedures to reduce the risk of patient death.DW asking for councillors support on this.  It is our local hospital.  All agreed.

16. 75th Anniversary of the Battle of Britain celebrations June 2024

Beacon Lighting –BPC  been invited to do a beacon lighting on 6 June 2024. In principle the Castle are ok with this. All Clls have agreed.  DW will take on the responsibility of organising this on behalf of BPC.  Possible booking of a flypast!
