Minutes of the meeting held on 28/11/23 were proposed as correct by TP and seconded by RT

AH – referred to 28/11/23 point 13 – reference to reviewing the current Neighbourhood Plan and for it to be added to the agenda’s going forward.

RT – Footpath 8 still blocked by the electric fence.

MH has asked CWAC for information regarding any CIL money in relation to the Wild Boar development.

·         Wild flower planting has taken place on Peckforton Road.

·         SID’s – Spurstow have now not allowed BPC to use the devices as they are using them.

6. Wild Boar:-

To be named “Beeston Park Close”.  Japanese Knotweed has been treated.  Timber specialists have been employed to look at the old timbers.  Demolition has taken place of all buildings that need to be removed.  Path outside the site along the A49 has been cleared.

7. Cattle Market Development:-

Water ingress from behind the field.  BPC are attempting to get the tenant via the estate to actually improve the situation.  The drain between the development & field are blocked and haven’t been cleared for many years.

Planning subgroup have met and discussed Lower Rock Farm application  (23/04018/FUL) – lodged objection regarding to the access backing out onto a national speed limit road;  porch of this size not appropriate to a barn conversion; impact on the Public Footpath.

9. Lake Vyrnwy Aqueduct Maintenance works update

Works are moving up the line. No imminent impact within the Parish.

10. Highways:-

Beeston Speeding on A49:– Unable to obtain the SID due to SPC using it.  Police presence noted on A49 for speeding monitoring.

Beeston Speed limit – installation:- CWAC have installed new 30 MPH signs on Tattenhall Lane.  Still waiting for the completion of scheme before payment from BPC.

Litter picker: No comments back from Peter.  AH stated that now the evenings are lighter, there is more evidence of litter.  Back Lane is bad.  Fly tipping within the parish is cleared quickly when reported.

Outdoor centre  – Footpaths & Parking:- Parking on Smithy Corner is particularly bad.  Clerk to notify the Police. CWAC requested to cut back hedge outside the Outdoor Centre and clear footway.

Footways Clearance on A49: -Apparently no budget in CWAC to clear footpath.  Builders at Wild Boar have cleared the one by the site.

Roadside ditches, verges and drains: MH has sent a lot of emails to Highways regarding the blockages in the parish. AE has reported Betty’s Lane on 28/02 about the blockage.

Dog fouling:- still bad by Home Farm and Outdoor Centre.  Only suggestion is to purchase stickers and put them on the posts, but they are unsightly. There is a not a dog bin available nearby.  Only possibility is to catch the offenders.  Put a “polite” notice up on the noticeboard and at the castle café to remind dog owners of the hazard for other walkers.

Wildflower planting:– 2nd phase has now been completed on the verges.  UU had said that they would fund some planting connected with the aqueduct maintenance project, CWAC put a quote together of £20k for this -not acceptable by UU. Compromise is that they would pay for installation and 3 years maintenance.  CWAC are expecting 10 years.  MH has put forward an alternative UU legacy for the Parish funding some of the footpath styles into gates (not galvanised steel) A response from UU is awaited. Tattenhall have a current scheme running which could adjoin BPC boundaries.

Back Lane & Betty’s Lane issues:-  Both flooded.  Betty’s Lane – Gulleys need cleaning but the water level is above the drains at the moment due to rainfall. Back Lane – Flooding in locations where there are no drains. Field highs above the roadway and with current rainfall causes the flooding.

Moss Lane – Wet Patch: – DW has had correspondence for Highways regarding this, but no indication when any works will be carried out.

11 Outdoor Centre & CWAC plans for future use:-

This will be put on the market by CWAC shortly- BPC should be notified prior to launch. AH referred back to 28/11/23 minutes and comments from MJ and registering the centre as a community asset.  This could be an option.  BPC waiting for the email regarding the consultation period.

12. School Transport in the area:-

RT reported that a survey has been completed by CWAC, but it was done in half term when there were no schools active.  RT is still waiting for appeal date on her official complaint.  A bad accident occurred at the Red Fox traffic lights during school time so RT has copied in the MP and relevant parties regarding this. At least 12 children have been affected by this change of transport accessibility in the area.  Possible change of MP at the election may help the cause.  RT to contact the local papers regarding the danger of the road crossing for school children. MH to ask development whether the residents have lodged a complaint to CWAC and encourage them to do so.

13. Beeston & Tarporley Station re-opening:-

The Station Group are following Dept of Transport approval now looking to obtain Scheme Sponsors; Funding Options and routes to Planning Consent.

Local Plan Consultation – Station referred to the plan that shows areas for potential development. Shows commercial use which could include the station.  Sub planning committee need to meet regarding this, to give feedback to CWAC by 18th March. Reference to the Neighbourhood plan and that it needs to be kept updated.

14. 80th Anniversary of D Day celebrations June 2024

DW has sent an action plan.

·         Castle has been contacted

·         Cadets, Piper and trumpeter have been contacted

·         Discussion with Yew Tree pub regarding refreshments

·         Food van at the Castle?

Beacon lighting confirmed with English Heritage. The event is being promoted within the parish via a ‘postcard’ drop to residents and there will be subsequent advertising in My Village News. MH & DW to organise.
