The minutes from the Quarterly Meeting, Annual Parish Meeting, Annual Parish Council Meeting held on 10/05/22 were proposed by TP and seconded by AE as correct.

Matters arising – MH wishes to record his thanks to TP for all his help with the Beacon lighting for the Jubilee and to Peter Bull and his team.

4. Open Forum:-

Member of Public present to complain about the continuing anti-social behaviour at a neighbouring property.  The Chair re iterated that the Parish Council have no powers to intervene.  MH stressed that the residents should continue to report to the Police & property owner. A request for the local Police Officer to attend the next meeting.  DW proposed that the PC find out who the new Community officer is & contacted regarding the situation.  The Resident has expressed concern about child welfare in the property. MH advised him to contact Social Services and the PC would also raise the matter with them and the property owner.

Member of public complained about the state of footpaths and dog fouling that occurs.  Could the PC supply some signs to highlight the issue?  Clerk to investigate.

5. Borough Councillor Update:-

Mike Jones, Borough Councillor sent apologies due to work commitments.

6. Wild Boar:-

Planning application to convert black & white building into 2 houses and a build a further 12 houses. PC have objected to the level of development & feel that there is too much planned for an enabling development, the School House and the Coach House to be demolished under the plans unveiled.  Need to preserve the listed property, not demolish it.  10 new builds are a more realistic achievement. MH will continue with dialogue with the planners.  DW thanked MH for all his work on this project.

7. Cattle Market Development:-

10 properties now occupied.  Issues still with the temporary closure of the footpath – unlikely to open before June next year.

22/02952/PDR -Beeston Gate Farm – change of use of agricultural building –no objections

20/01747/FUL – Land to the West of Lower Rock Farm – change of conditions – Objection to be registered due to change of use from original planning application.

22/02766/FUL – Vyrnwy Aqueduct contractor compound – no objection

22/02508/FUL – widening of access for above works – MH has met with UU about concerns to the access sites and amount of hedging that will be destroyed.  Have UU considered putting in reduced speed limits?  MH & DW have had a zoom meeting with UU about these issues.  UU wish to work with the community as they will be present for approx 2.5yrs in the area.

Mobile telephone mast pre planning  application – concerns about location.  MH to make representation regarding this.

Planning sub committeeit was proposed that a sub committee be formed so that applications can be dealt with between meetings.  It was proposed by DW that a committee be formed of MH TP & AH to deal with applications and seconded by AE

9. Highways:-

Beeston Speeding on A49:

Defect in Traffic Order  – causing enforcement issues.

MH have made enquiries to Spurstow PC about renting the speed signs (£100) to position on A49 by Dean Bank to try & slow down the current traffic.  There have been several traffic accidents by the new traffic islands.  30 MPH road markings are very poor.  Request for dragons teeth to be painted on the road at either end of 30 MPH speed limit in Beeston.  Questioned why SLOW is only on one side of the road and not approach to 30MPH approach.  Highways are aware of this.

Proposed that the signs are rented from Spurstow PC for BPC use by DW and seconded by AE

Speed limit scheme:-

MJ will assign the CW&C Neighbourhood scheme money totalling £6,400 towards the scheme and BPC will fund the other £2,400 from PC funds towards the speed limit signs for the Parish. £1,100 will be paid this year and the rest next year to help with cashflow.  Hopefully the signs will be in place before Christmas. BPC thanked MJ for his support to this scheme.

Footpaths:-

·         Footpath 8 – still closed until the building work is completed for phase 1 of the development for the siting of the LPG tanks. The temporary footpath cannot be reopened.

·         Footpath 33 – affected by future UU work.

Footways on A49:-

Hedges on the footways are to be cut back by landowner so that the path is accessible for pedestrians. Should be completed by the end of September.     MH has been in contact with Streetways who will also clear the path once the hedges are cut back.

Roadside ditches, verges and drains:-

Recent flooding issues have been reported.

Overgrown hedges in the Parish:-

Castle hedges are overgrown and need cutting back – should be done by mid September

Verge side Wild Flower planting:-

MH has had an assessment carried out to look at suitable sites in the parish for a planting scheme.

·         A49 towards Wild Boar – CW&C would need to maintain this.

·         Village scheme – more beneficial for the residents

Need 3 applications of seed over 3 years.  BPC would have to maintain this.  Financial implication is c£450 over 3 years.  CW&C would do the land preparation and then BPC would carry out the seedings.  It was proposed by   DW to proceed with this planting project and seconded by GT

AE wished to note thanks to John Barns for his recent help with signage restoration following an incident with emergency services vehicles on Bates Lane.

MH encouraged all Cllrs and residents to use the CW&C app to report any Highways issues in the parish.

Annual Audit has now been passed and uploaded onto the website.

11. Village hall Committee – Future Parish Council representation – update

No further update and no interest in new members joining.  Mail shots and leaflet drops have taken place.  DW hopes that the village hall can become more active again.

12. Outdoor Centre: –

CW&C are still considering whether they have need of the Centre.  Maintenance is still an issue although MH stated that CW&C have undertaken to cut back the heging at the front of the property.

13. Beeston Castle & Tarporley Station re-opening: –

Report is with the Transport Minister. Announcement should be this Autumn whether it will proceed. Until a decision is made, BPC cannot comment further.
