6. Borough Councillor Update:-

Updates include:-

·         40MPH signs have been taken from the new speed limits.

·         A49 speed limit is now valid.

·         No feedback from the outdoor centre.

·         Good meeting with Beeston Castle regarding security system – much improved. Feedback with ongoing projects to attract school participation.  Seeing an increase in visitor numbers.  Suggestion of reduced cost for local residents?  Café is being improved.

·         United Utilities – meetings taking place regarding the works that are taking place.  Noise has been an issue – needs to be monitored but tests have taken place. DW says that UU have been very easy to deal with.  UU are willing to participate in the wild planting for the local verges under their Corporate Responsibility Charter.

·         A large presence of Police bikes were visible for the Superbike weekend which had a positive impact to the level of speeding through the parish.

·         Election update  – positive within the borough.

7. Wild Boar:-

It is understood that planning will be granted for the development. The independent review of the feasibility report came back with that 12 new builds were appropriate to the refurbishment of the main structure which will be separated into two dwellings. A legal agreement is being sorted out between CW&C and Tabley Homes which will deal with the number of new builds that could be sold before the refurbishment of the main structure has to be completed.  MJ stated that there is usually condition put in that the older part of the building should be completed before the building of the other structures.

No affordable housing will be available due to the findings of the feasibility study that has been undertaken.

8. Cattle Market Development:-

Work has started on Phase 2. About 4 houses yet to sold from Phase 1. Tree planting on A49 Bank has been done to the southern side of the access road. Developer is keen to have a permanent Speed Indicator Device sited on A49 – where the hired device was sited originally. Developer would most likely fund the device. Discussions ongoing with CW&C Highways.

DW feels that CW&C should be tightening up on removal of trees and hedgerows that seem to be not contested and not held to account.

·         Lake Vyrnwy Aqueduct Maintenance – Compound Site off A49 under construction. Moss Lane – hedge removals should now be very limited after a number of discussions with UU.

·         Still awaiting information on plans for footpath diversions for FP33 & FP18. Spoken to footpath officer who in turn is waiting on information from UU.

10. Highways:-

Beeston Speeding on A49:–  the SID (rented from Spurstow) was operational from mid January to the end of March. Data to be analysed, but the general feeling was that it was effective. Eaton Homes are looking to have a permanent sign installed. CW&C – did a survey over one week in March on both carriageways which showed that the majority of vehicles were well in excess of the limit. Police are back monitoring speeding. CW&C are happy for BPC to re-install SID at the same location if BPC wish to do so. A further period of the device rental was proposed by DW and seconded by AE subject to Spurstow being able to make their device available again.  The cost last time was £100.

Beeston Speed limit – installation:-The additional speed limit signage within the Parish was finally installed in March. One sign is yet to be installed and we are withholding our contribution to the scheme until it is. Regrettably two of the repeater 40 mph signs were stolen from Deanbank shortly after the scheme was installed. CW&C are aware.

10. Litter picker:  Good job being done by PW. Thanked by the Cllrs.

Footpaths:-

8 -. there is to be another temporary diversion through the Old Cattle Market development site to enable building works to be undertaken. MH met with the footpath officer and developer concerning this and suggested an alternative route which both are happy with. The path will continued to be useable at all times.

Electric fence is still across the footpath.  AE to send photos to the clerk who will forward to the CW&C footpath officer.

RW stated that some footpath stiles are blocked and need clearing and no access for dogs.  Request  that all councillors use the interactive mapping system on CW&C website and then identify the problem.

Footways Clearance on A49:- still outstanding.  MJ stated that CW&C have no budget to undertake this, but it is on their list and they will do the work when they ae able to.

Roadside ditches, verges and drains:-  – the Deanbank blocked drain issue causing water to regularly flow down the carriageway is still unresolved. MH to meet Highways surveyor to discuss.

Dog fouling –  AE-has raised this as concern within the parish. Need to know where and consider impact of the Parish becoming over signed. Once the location is known appropriate signage / action can be implemented. Chapel Lane is particularly bad.  To be discussed further at the next meeting.  The clerk has used a company before – details to be sent to MH.

School children crossing by Tabernacle Cottage – a sign is needed?  DW stated that a highways issue should be reported to CW&C highways as this is a matter for them to sort out – Highways should be surveying the area for H&S reasons.  Can additional signs be put on the repeater signs – “please drive carefully” “Horse riders”.  MH to meet up with highways to discuss further.

12. Outdoor Centre: –

MJ –no update on the current situation. DW feels that it is a perfect opportunity to use as a community asset.

No update.  Zoom meeting on the 18/05 AH to attend and update the cllrs.matters

14. Annual Parish Insurance Renewal:-

Castle paintings need to be considered for relocation.  Could be located in the Outdoor centre if reopened or village hall.  Not in a good state. Need to check the asset register and who is responsible for them when located.  Need reframing.  AH to provide materials & look after.
