Minutes of Meeting held on 7th December 2021 @ 7.30pm at Peckforton & Beeston village Rooms

4. Open Forum:-

5. Borough Councillor Update:-

Correspondence that has been received regarding the Outdoor Centre will be forwarded onto the Councillors.

MH requested clarification on “gifting” to members of the parish.  Clerk stated that there is a Chair’s Allowance – advice needed regarding this.  MJ suggested a local Champions award be instated as a recognition for local help.

Wild Bramble have written to MJ regarding impact of road works on their business and how difficult it has been.

A49 Highways issues – if not completed by mid January, send e mail to prompt MJMH to action.

6. Wild Boar:-

C&CW have not seen the bat survey yet.  Purchaser is having issues with contract of sale with the vendor.  MH has met the new purchaser.  Hoping that the sale will progress quickly.  Urgent works notice still in place, but pressure needs to be kept up to ensure that the work is completed.  Letter to be sent to C&CW by MH regarding slow progress.

7. Beeston Reclamation Site:-

All outstanding reports have been received by C&CW so they can decide whether planning will be granted.

8. Cattle Market Development:-

MH had a meeting with developers on site.

·         Landscaping and tree planting is still with C&CW waiting for approval

·         The A49 roadworks have moved to opposite side.  Road closure order needs to be submitted for resurfacing. Not whilst A51 is shut.

·         Footpath 8 – closed for some considerable time. Further tank needs to be installed which delays reopening of the footpath.

·          Operational Shield kits obtained from Cheshire Police for the new properties.

·         MH is updating the welcome booklet.  Photos used will be our own.

10. Highways:-

Beeston Speed limit proposal:– Objection from local resident.  Request for Moss Lane to be a 30MPH limit.  Maybe a delay from Highways regarding this.

Spurstow PC are considering purchasing a SID and are looking to share the costs.  BPC have responded with some questions regarding usage.  Only road that it could be used on within Beeston Parish is on the A49 which already has a static speed camera. Currently there is no real usage for it.

Litter picker:  AH feels that there is less litter around.  Monitor litter and costs going forward.

Footpaths:-

·         Footpath 19 –New area has been created, with fencing for the footpath – route open for the public to walk on.

·         Footpath 4&5 – still with inspectorate.

·         Footpath 11a – waiting for undergrowth to die back.

·         Footpath 18 –    No further update.

·         Footpath 8 –      see Cattle Market point 8.

Roadside ditches, verges and drains:- Broken drain in MH field. Scottish power & Highways to sort out.  Flooding on Peckforton Road has reappeared.  Culvert has collapsed.

Parking issues:- Reported parking issues in the village to PSCO Hurst.  Still an issue with having to walk around cars blocking the pavements.

Bulb Planting in the Parish:- TP has planted bulbs around the Village sign & wreath.

Village Bus shelter:- Defibrillator has been installed & registered.  Inspection dates have been diarised and battery checking.  Clerk to send a note of thanks to the Village Hall committee.

11. Clerk’s report:-

No further update on recent e mails.

Letter of congratulations from BPC sent to Wild Bramble on their recent National Award.

12. Queens Platinum Jubilee June 2022:-

·         Should there be a 2nd Beacon at the base of the Castle?

·         Is the Church using their Beacon?

·         Car parking –BPC to write to the estate & new farm tenant to request permission to park in adjacent field.

·         Need a booking system?  E mail address to register – Beeston residents to have 1st priority.

·         Beth Tweddle to light the Beacon.

13. Lake Vyrnwy Aqueduct Maintenance Programme:-

Aqueduct goes through the east side of the Parish. 3 pipes run through of which 2 are original.  These need to be cleaned and lined.  United Utilities need 5 access points within the area.  Letters are being sent out to landowners regarding the potential disruption.  Scheduled works for the end of 2023.  Major engineering issues to overcome to carry out the programme of works.

14. Village Hall Committee – Future Parish Council representation – update

No update on further representation from BPC.

15. Community activities and services:-

MH wishes to advertise to all residents where the Defib is located and also notifying them about the website and the Beacon lighting for next year.

Use of a postcard notification and do a door drop?  MH to do some designs and circulate to Councillors.

16. Outdoor Centre:-

Update needed from MJ regarding the future plans for the site.  Clerk to e mail and request update.  MH to e mail property services.

17. Beeston Castle & Tarporley Station re-opening  –request for funding update:-

MH has had correspondence with the reopening group and they have now made available the requested information. BPC are therefore now in a position to complete the offer of financial support.  It was confirmed that the original sum of  £500 contribution would be made.

18. Christmas Tree:-

Tree was delivered to Peckforton. Needs to be moved to Beeston.

Village sign has been decorated by local resident.

Setting of the precept for 2022/23:- Proposed that it remains at the current figure of £4,150.  Proposed by AH and seconded by TP.
