4. Open Forum:-

Member of the public present to express their concerns regarding alleged anti social behaviour in the Parish.     A letter of reply has already been sent to one resident who raised the same concerns and BPC has recommended that all further and ongoing concerns are directed to the Police, Social Services and the owner of the property. BPC have no jurisdiction over criminal matters.

BPC to send a letter to the property owner and the Police to inform them of the concerns which have been raised to us, asking them to investigate this matter with urgency. Resident advised to keep a careful record of communication received regarding the concern and each authority, for future reference.

5. Borough Councillor Update:-

Mike Jones, Borough Councillor was away on holiday at the time of the meeting.

6. Wild Boar:-

Tabley Homes have exchanged contracts and Urgent Works have started.  They have apparently expressed a wish to meet with BPC to discuss plans, but no correspondence has been received from them.  They are waiting for the Bat Licence.

7. Beeston Reclamation Site:-

An objection was lodged by BPC on the point of Highways and lack of amenities.

8. Cattle Market Development:-

First resident is due to move in within the next 2 weeks.  All properties have been sold at Dean Bank end.

10. Highways:-

Beeston Speed limit Update:–  Costing from Highways to be given to BPC by the end of March.  Once this is agreed, implementation should be by the end of summer.

Litter picker:  No update. Photos of amount of rubbish collected have been requested.

Footpaths:-

·         Footpath 19 –– route open for the public to walk on.

·         Footpath 4&5 – C&CW have sent notification about footpath to be moved (map issued).

·         Footpath 11a – still needs attention. TP & MH to re assess.  As long as BPC follow protocol from Footpath officer BPC can undertake works.

·         Footpath 18 –    No further update.

·         Footpath 8 –      still closed until the building work is completed for the LPG tanks.

Roadside ditches, verges and drains:-  Some drains are needing maintenance again.

Fence by Bates Mill Lane has collapsed. Is it a Highways issue or Landowner?

Parking issues:-.

The Tattenhall Lane residents are struggling with parking as garages are being let to non residents for storage.

11. Clerk’s report:-

No further update on recent e mails. Attending a Zoom training session for Agenda and Minute taking.

12. Queens Platinum Jubilee June 2022:-

MH attended a meeting with neighbouring parishes (Peckforton, Spurstow) regarding celebrations.  General view was to have a child orientated activity on the Saturday and then a lunchtime party on the Sunday.  Parishes will discuss at their next meetings.  BPC will be organising the Beacon lighting on the Thursday night at the Castle.  Castle is waiting to hear from English Heritage to find out what the numbers are allowed to attend.

Tickets – who is in charge of issuing them?

Timings of the Castle letting people in?

Who will co ordinate the walk to the top?

Lighting at the top of the Castle?

Closure time?

Beth Tweddle will light the beacon.  Piper has been secured for playing the required music that has been composed for the Jubilee.  Cost of £100.  AH Proposed and TP seconded use of Piper.

Discussion around a commemorative item for each household, but this is potentially cost prohibitive.

13. Village hall Committee – Future Parish Council representation – update

DW is concerned that there is lack of presence on the committee from Beeston.  AH stated that the village hall should be promoting the use to all new residents. GT has suggested to the committee about a leaflet drop to new properties.

14. Community activities and services: –

MH showed the PC a mock up of a postcard flyer to send out to all residents regarding a “Save the Date” for the Jubilee celebrations and that there is now a defibrillator sited in the Parish. Also, to include the PC website address.  Suggested that these are dropped through every letter box in the parish.  MH to organise printing.

15. Outdoor Centre: –

C&CW are commissioning a report to see whether they need the centre of other purposes. There have been several interested parties in the property, but nothing has been discussed.  Maintenance is now an issue – who is looking after the upkeep?  MH to get in touch with C&CW property services to ask the question.

16. Beeston Castle & Tarporley Station re-opening: –

Timescales have moved by a couple of months.  The next step is a business case report to be submitted to the Dept of Transport.  No further update.matters

17. Chairman’s allowance: –

Proposed by TP and seconded by AH that an allowance of £250 be budgeted annually for costs associated to Parish matters. To start immediately.
