Please see attached checklist for outstanding matters Minutes from 02/07/19 proposed as correct by TP and 2nded by SV All Cllrs agreed. Matters Arising – · 026/19.20 Abandoned cars- these are legal vehicles parked on the verge/roadside. · 026/19.20 -Woo9 ds – The PSCO has been to inspect but found nothing. · 027/19.20 – Accounts now returned from the Auditor. see point 11 · 027/19.20 – VAT registration. Now completed and expecting a rebate of £102.79 · 027/19.20 – Banking issues. see point 11. · 028/19.20 Planning – Castledene – no comment. · 030/19.20 –DW and Helen ? to travel to St Helen’s to order plaque before November.

6. | Highways:
· Boundary Sign – TP has emailed Council regarding the missing sign. General feeling was that Cheshire West will be very slow in replacing so SV will get a quote for a new one and the Parish Council will pay for the replacement. · Speed limit – E mail update from Stuart Batman CW&CC (copy attached to end of Minutes). Will now be formally advertised for public consultation in the papers. · Litter picker -Peter Wilson currently employed by Stoke & Hurleston, Worleston & District and Spurstow Parish Councils.

9. | Parish Standing Orders :-
MH has recently sent out updated Standing Orders to all Councillors. It was proposed by TP that these Standing Orders be adopted by the Parish Council and this was 2nded by SV. These will be made available on the Parish Council Website.

· End of year accounts 18/19 – now completed and returned from the Internal Auditor. Documents to be scanned & uploaded onto the website. (MH). Thank you letter to Accountant and token of appreciation for audit. MH to action. · Closure of the current NatWest account and move to Barclays for online banking. Meeting booked with Barclays 23/09 to open account. Maximum of 3 signatories. · Outstanding invoices:- Carol Weaver (369) £86.32

· Drains – TP to chase CW&CC about clearing Chapel Lane drains which are blocked. · Horsley Lane white road lines need repainting, but boundary issues with CEC. SV to photograph junction so that location can be reported. · Trees to be surveyed at outdoor centre – nothing done yet so residents need to follow up.

Proposed Beeston speed limit – response from Cheshire West & Chester Council
To provide an update on the proposed Beeston speed limit, the results of the informal consultation have now been collated.
A total of 32 responses were received from directly affected residents:
– Yes = 27 (%)
– No = 5 (%)
Based on the majority support for implementation of the speed limits, our recommendation is take the proposal to delegated decision to formally advertise.
For information, within some of the responses, both yes’ and no’s, comments were that they would like to see further reductions to 30mph in the areas we are proposing 40mph and 20mph in areas proposed for 30mph . As presented within the speed limit assessment, the recommendations are based on criteria in Section 7 ‘Rural Speed Management’ of the DfT Circular 01/2013 Setting Local Speed Limits. Consequently, any further reductions would not be supported. Other responses state that as mean speeds are currently compliant with the proposals the introduction of speed reductions are not worthwhile and the funding should be used on other issues in the area.
It was also noted that 6 additional responses were received from residents of Horsley Lane and Stonehouse Lane, properties outside of the directly affected area (one in Cheshire East). Whilst not standard process for informal consultations, I understand that comments forms were provided to residents of Horsley Lane and Stonehouse Lane to make them aware of the proposal. As the consulted proposal will not include Horsley Lane they have not been collated with the total figures. However, I did correspond with Cheshire East Council Highways to gauge their support for a potential extension of the 40mph limit into their area. Cheshire East have confirmed that they would not support an extension to commence the 40 mph within their area. Consequently, the extents of the proposal will remain as previously consulted and shown on the attached map.
