Minutes of Meeting held on 2nd March 2021 @ 8.00pm via Zoom.

4. Open Forum:-

No members of the public were present.

5. Wild Boar:-

Correspondence from CW&C has been forwarded to all Cllrs. External consultants have been appointed to give a report on the external structure of the building and to produce an urgent works list.  No time scale has been put on this work.  Once this is produced, the report will be reviewed by CW&C planning and conservation team.  MH suggested that the PC should demand a timescale on the works and that the PC are now at the point of lodging a formal complaint as they have not fulfilled their obligation of looking after a listed building. The pressure needs to be kept up and ask for MJ and Edward Timpson, MP to become involved.  DW stated that she felt that the building is at a critical point of whether it can be saved, or with the damage so far, that it is irreparable.  MH stated that the building had been sold by the current owners.  It should be made clear that the new owners need to repair the external structure to a acceptable state before any further development is allowed.  Possible use is a retirement village. Looking to acquire further land within the area.  Surveyor for the owner is due to assess the property.

6. Beeston Reclamation Site:-

Outstanding issues on Highways and Biodiversity issues.  Plan of junction on A49 with traffic island either side of railway bridge, now on the planning website, but no narrative explanation with this,  but stating that it is a “decision”.  MH to write to CW&C planning to express the PC’s concern regarding the lack of detail and understanding around this issue, when the PC has previously raised concerns about the highway issue to the site.

7. Cattle Market Development:-

Communication from the developers has been informative.  Building works are progressing well.

All correspondence has been passed to Cllrs when received.

9. Highways:-

Beeston Speed limit proposalMeeting with Stuart Bateman and MH took place 29/01/21 to look at the PC proposal of the siting of the signs.  The change needs to be published again.

Litter picker Approx 2 bags a week collected.  Photographs would be helpful.

Footpaths:-

·         Footpath 19 – Inspector has delivered his report.  Site inspections now required.  DW stated that walkers will not like walking through Ivy Cottage garden to access path.

·         Footpath 4&5 – No further update.

·         Footpath 34 –    No further update.

·         Footpath 8 –      No further update.

Roadside ditches, verges and drains:- – Stuart Bateman and MH walked Dean Bank, Back Lane & to the Outdoor centre, to look at the issue of blockages. MH waiting for an update of a plan of action for sorting the issues from CW&C highways.  MH to write again regarding these issues and copy in other CW&C members to try and resolve.  Still lack of response from Flood officer despite numerous correspondence.  AH stated that the PC should escalate to the top of Highways (Sean Traynor) to get the flood issues prioritised in Beeston because of  the recent problems. Request that MJ to assist with the communication of these issues to try and resolve.  DW stated that the whole of the area (not just Beeston) has a big issue with flooding, which needs addressing properly. MH is trying to establish from the Environment Agency what their responsibility is with regard to the flow of the River Gowy, as this will help with understanding  who should be monitoring the water flows and how the flooding issues could be resolved.

9. Parking issues – The Castle has opened up the car park to help alleviate the parking issues in the area.  The Castle want to open up the whole of the car park, but it needs improvement to make it usable and the Manager is putting together a plan to put forward to Peckforton Estate for the funding of the work.  DW stated that the Castle Manager has been extremely helpful with the parking issue. It was agreed that there should be acknowledgement from the PC to Castle Manager thanking her for all her assistance & support from the PC to improve the current carpark.  SV felt that parking has improved.

Speed Reduction signage Funding for the signs does not cover the speed reduction signage.

AE requested that dog fouling signs be purchased for putting on posts.   MH felt that education of individuals is crucial. The area noticeably affected is around Home Farm.  DW felt that individuals should be challenged more to get them to collect their dog mess.

10. Flooding issues within the Parish:-

 MH attended a recent webinar from CW&C regarding recent flooding issues.   Leader of the council stated that there will be more flooding issues going forward.

11. CW&C Waste Consultation:- 

Consultation document was circulated to the Cllrs.  MH encouraged all the Cllrs to complete the questionnaire and return to CW&C.  Main issue is fly tipping. Fly tipping has become a problem in the parish over recent lockdown.  The Clerk stated that the refuse collection centres are busy, which might explain why rubbish is being dumped on the kerbside.

It is likely that there will be a reduction in the CW&C waste collection services.  This will mean that there will be an increase in the number of bins per household, but not all households will be able to accommodate the number of bins. This is seen as a cost cutting exercise.  More composting is required in households, to minimise the waste collected. The report has highlighted that households are not properly recycling – using the black bins for recycling goods, rather than using the grey bins.

12. Beeston & Tarporley Railway re-opening:-

Funding has been obtained for the first stage of the consultation by the group that has formed to campaign for the reopening of the station.

13. Clerk’s report:-

All recent correspondence has been passed onto to all Councillors.

Census taking place on the 21st March and Cllrs are encouraged to help residents to complete this.

14. Consultation re possible closure of Huxley School:-

MH has had no further communication regarding this matter.

17. AOB:-

AH – Castlegate farm dog issues – dogs are threatening walkers and displaying threatening behaviour.  Police have been involved.  Public must be encouraged to report incidents.

AE – damage to footpath handrails by Tabernacle Cottage/Horsley Lane.  These need repairing – GT photograph and send.

DW – suggesting that something cheerful could be put into the village – planters/ Christmas Tree.  Poppies for November – could be added to the village for Remembrance.

Bench in the village needs renovating.  Please agenda for next meeting.

MH– Cholmondley Triathlon 19th June.  Cycle route through the parish.  No objections from the PC to this taking place.

MH to attend the Chairman’s Training workshop  with CHALC
