4. Co-option of Parish Councillor due to Vacancy:-

Rachel Thirlwall was co opted onto the Parish Council.

Cllr Gill Thexton has offered her resignation from the Parish Council with immediate effect.  MH thanked GT for her commitment to BPC for all her years

6. Borough Councillor Update:-

Updates include:-

·         Sandstone Ridge Trust – recent meeting with Heritage England, in process with application for area of outstanding natural beauty.  This is now going through a detail process along with 3 other areas in the country, having had a visit from the Dept of Environment.  MJ engaging with all relevant PC’s affected.

7. Wild Boar:-

Slow movement, but temporary roofing should be going up.  2 main buildings will be scaffolded.  Planning Department are monitoring the situation closely. Developers have submitted an application.  Plans are out for consultation, presently.

BPC have submitted an objection to the plans, only on some aspects of application -extent of new buildscoach , demolition of parts of the listed property, especially the School House and Coach House.

Question raised about why there is no affordable housing within the plan.

BPC are keen that the buildings are restored to their former state.

8. Cattle Market Development:-

Good dialogue with the developer.  They have agreed to fund a Parish notice board, location to be decided.  They have to provide a shop once there are more than 70 houses built.  Location is still to be decided.

Replanting of the bank on A49 will take place, but a traffic order will need to be put in place to do this – planning on Spring 2023

New residents have been supplied with the “Operation Shield” kit.

Report & Update on planning subcommittee actions since September PC meeting  MH

·         Application for telephone mast –objection submitted. planning refused.

·          Planning restrictions on new house at Lower Rock Farm – Overturned. Outstanding enforcement with C&CW – no feedback yet.

Lake Vyrnwy Aqueduct Maintenance works update:-

·         Dialogue with UU & contractor who are doing the work.

·         Access roads are being put in by early 2023.

·         There will be a public “pop in shop” for residents to visit.  UU Website is also very good with information.

·         Main works will take place over a 3 year period.

·         Moss Lane – towards Wild Boar are the main areas affected in the parish.

·         All residents directly affected have been contacted by UU.

·         Potential issues with maintenance vehicles through Beeston in small lanes. BPC have highlighted this to UU.

·         It was discussed that the state of Moss Lane after all the works are completed will not be in a good state, due to the heavy machinery.  MJ agreed to contacting the contractors to ask for resurfacing of the lane as part of their contractual duties.

10. Highways:-

Beeston Speeding on A49:

Agreed at last meeting that BPC would hire Spurstow signs. MH had meeting with Stuart Bateman – Highways. Agreed that SID’s  will be put up in place of a current road sign.  To be placed beyond turn to Dean Bank.

Highways have agreed to a 3 month period of use.

Developer has agreed to install SID.

Beeston Speed limit – installation :-

Speed limit signs have been ordered by CW&C.

Litter picker:

No issues.  Fly tipping collection from CW&C is excellent and acted on very quickly.

Footpaths:-

8 – Footpath is open, but it is blocked by undergrowth.

Signage states the change of route, but on the gate at Deanbank signage shows a different route.

11aAH, MH & TP have repaired the timber on the path.  Footpath officer was very happy!

33 – part of application of access from UU for the works.  Trying to work around not having path shut for 3 years.

Footways Clearance on A49:-

Hedge been cut back by landowner.  Now waiting for Highways to clear the footway.

AE said that some footways need to be cleared in the village.

Question regarding dropped kerbs – what is the criteria?

Roadside ditches, verges and drains:-

Waiting for jetting to be done.  Some gulley clearing has taken place by Highways.  Where there are still issues, photos should be taken so that they can be used as evidence.

Verge side Wild Flower planting:-

CW&C have prepared the ground for sowing and TP has weed killed the area for planting.  A49 area could be seeded but as this is a trunk road, BPC cannot do it. It also needs to be funded.

12. Outdoor Centre: –

No response from CW&C to any questions that have been raised by BPC, neither has MJ. Now been empty for over 3 years.  Grounds are in a poor state.

13. Beeston Castle & Tarporley Station re-opening: –

No statement from the Government in the autumn statement.  Hoping that there maybe something in the Spring statement, but there is the feeling that the Government will not fund it.

14. Christmas Tree 2022:-

Peckforton Estate have donated a tree- to be erected by the Beeston wooden sign.

15. Poppies 2022:-

TP & MH have put up and taken down the poppies.  12 further poppies have been purchased.  MH proposed that £50 be donated to the British Legion.  Proposed by TP and 2nded by AH.

16. Financial Matters: –

 

·         Clerk fees (reviewed)                                                              £784.75

·         Clerk’s annual expenses                                                         £147.89

·         PBVR hall hire cost                                                                     £25.00

MH proposed that the Clerk’s remuneration be increased to £600 per 1/4. In line with National Association levels.

Proposed that the litter picker hourly rate be increased to £11/hr. Proposed by MH and 2nded by AH.  Agreed by all

Setting of Precept:-

All costs reviewed against a proposed budget for 2023/24 and it was proposed by MH and seconded by AH that the precept be set at the current band D rate of £31.32 which would be an overall total for the financial yr of £4,241 .

Clerk to complete forms and return to CW&C by 31/01/23

MJ suggested that MH write to the planning officer to see if there was any available CIL Payments from new housing developments within the area, that could be of benefit for the PC.
